Mastery of Stealth Questions

Anyone please clarify if only the base stealth skill level gives the bonus or if +stealth will give you the bonuses like +env does?

Example with 35+15 stealth will I only have the 35 skill bonus of 25% movement speed or the 34% bonus from have a total of 50 stealth?
