Sorc charm?

How does this work exactly, kid is playin a sorc and can’t seem to charm yellows or even blues some times. Currently level 20. I never played a sorc on live so I was curious about the mechanics and how it works.

Have to spec Mind to get charm, when lvling I did matter/mind to have decent pet and then use dots to help kill targets. A Sorc is not fun to lvl imho

when i leveled my sorc i was full mind in groups for pom and when solo i went full body for spec nuke
