My offhand poison isn't working. What am I doing wrong?

My offhand poison isn't landing on any mobs I attack.

My Envenom skill is 14+3 (my character is level 14)

I'm using the lvl 15 DoT poison on my mainhand and the lvl 17 STR debuff on my offhand. Both applied to its weapon correctly.

I've tried on at least 25 mobs. The mainhand poison lands fine, but the offhand poison never does. My offhand weapon is attacking, but poison is not landing.

Is there supposed to be a message like "mob looks weaker!" or something?

Char level has to be equal to or greater than poison level...at least that's how it's always been...it's odd that your level 15 dot works if you're only 14...

Ah, so it caps at character level?

I probably shouldn't max out my Envenom then.

And what's weird is, not only does my DoT poison work, it also ticks for 24 (more than the listed 21)

Mob could be vulnerable to the damage type.
