Collared Cloaks

I remember there used to be a way to obtain collared cloaks, without a hood. I just can't remember if they were from quests or from crafting?

Are these cloaks available on Phoenix?

Only at reskin merchant. And only base cloak... would be better to make any cloak without collar for free at padding merchant imo.
