Without having a Phoenix specific database, I’m going to say it depends on what procs and /uses you are looking to get, more than stats, since we don’t have to template ToA stats.
Another classic freeshards database may work, but depending on custom changes between the two, it may not work. It for sure will not have the SI necklace.
RoGs that are relatively common but random will mean that each player will need to fill holes in stats/resists with SC’d gear, and will definately mean that noone will have the same template.
Or you could template entirely through known items and fill with SC’d gear. If thats the case, I imagine any classic template will do.
