Group? Det 9 -> Purge 2 -> ST 1 -> DD 4 with MoBlock between levels of DD (yes, I know it's way beyond RR5).
Solo? Purge 2 -> ST 1 -> IP 4 (maybe WoC? I haven't tried it out, though I hear mixed reviews).

just adding it here, as you might not be aware:
static tempest not only stuns people over a timeframe, but when they get stunned by ST their stunimmunity resets. So if you learn to time it correctly you can slam someone, then drop static so it stuns after slam runs out, and then slam them again
Getting that timing down will make you insanely strong in 1vs1

for solo go high mob and moparry and you wont need ip at all
the lesser active ras the better imo otherwise you are a 15 min one trick pony
