Hope to help you below. FIY, others cheap SC could be build with CF's boss drop (Pooka Lord's Mantle, Pooka's Belts, Jurgernaut's Cloak, ...) Icebound Bracer (guild's fg enough to dodens) or DF's gem (+5 all weapons, +str and dex).

Phew. Lots of Gala stuff which costs feathers and the best Gala item (chest) isn't even in the template.
Throw out all the Gala jewelry and replace it with 55+ ROGs (they are not really expensive) as Prymer said and build the rest around it.

I agree, you have a choice between farm fully random items, farm feather or mixe of both. Personnaly between CF boss-loop and RvR Feathers I prefered that's way with sure items. In all case you cannot share your RoG temp like nobody will drop exaclty same jewellery set ... 
Regarding Galla's chest, for a large part of ranger yeah it's a must have like OP proc. Looking my spec I considered that it wasn't an obligation : spec group/bg interrupt spam 2k range with rapid fire (1.5 sec) or 3k with volley, no stealth so.
