Since you will most likely be facing similarly buffed enemies with high weapon skill at an equal level (50), and dual wield reduces evasion chance by 1/4, I wouldn't expect to exceed the cap even with high Dodger. A decent stopping point at RR5 would be the equivalent of Dodger 3 (5 on Phoenix, +10% evade) costing 14 realm points total with the Aug Quick 3 prerequisite.
My RR5 recommendation with 40 realm points available:
Aug Dex 3
---Mastery of Pain 3
---Mastery of Parrying 2
Aug Qui 3
---Dodger 5
Determination 7
Long Wind 1
Tireless 1
Note that scythe nuke procs use strength (weaponskill) and can't crit, so if you strongly prefer melee over ranged casting, an alternative route would be Aug Str 5 and Mastery of Arms over Aug Dex/MoPain/MoParry. You'll require slightly higher realm rank to bring MoArms up, or sacrifice of Dodger/Det levels.
Besides the higher RP investment of Aug Str 5/MoArms, you lose out on casting speed and a bit of defense, and your scythe won't crit as much. Whether or not that's worthwhile is questionable. You should not invest in MoArms if you use the 3.5 speed scythe and started as a celt or sylvan, because your self haste will push you lower than the 1.5 swing speed cap when fully buffed. If you're a firbolg, use a slower scythe, or don't apply the self haste because it overwrites the druid buff, go ahead; you won't reach the cap even with MoArms.
I also suggest experimenting with Purge while you have i50 RR5L9 available. It costs 10 points and has a 30 minute cooldown, but it's quite useful, and you may find it worth sacrificing other RAs to acquire sooner. That or reach max Det 9.
