Hooded Cloaks - where?

Ok so just getting back into this game... looks like the dye merchants are supposed to offer basic hooded cloaks. I see most everyone around MM or Tir Na Nog wearing them. When I visit the dye merchants in TNN, they have all the dyes but not the cloaks. Is there somewhere specific I need to go or level I have to attain?

Doesn't /hood just toggle whether your hood is up or down? I'm asking where do I BUY a hooded cloak, the basic vendor-bought kind? The vendors in TNN don't appear to carry them...

You can use the ReSkin merchant to change the style of your cloak with Bounty Points.

No see the thing is... are normal hooded cloaks not available to purchase until a certain level? I can’t seem to find one to buy and just getting reacquainted with this game.. so I’m back to DAOC infancy... I do appreciate the help!
