Help for new Bard and Champ

We would try this new chars for a duo .. and I have some questions ..
1 - Recommended spec for Bard and Champ for duo?
2 - Templates .. what we have to cap for Bard and Champ ? .. I would say all resist & hp .. ok .. but which stats & skills needed to cap? .. power? .. and the tp should be weaponless?
3 - RAs .. LW and Tireless .. Purge 2 .. then ST & SOS .. and ?
4 - Feathers Items? .. Galla chest .. Chunk of Legion for power .. and ?

I'm not experienced with Bard and Champ temps since I mostly play pure melee, but a good start imo is the following:

SI quest necklace

Feather items:
x2 Tark rings
Frontier Cloak (frost giant or something)

All are either 70+ or 80+ utility items. Starting with those four means you only need to find four more ROGs to complete a temp. Galla chest is a good start but not crucial, unless you feel a heal proc is crucial.
