What are people finding works the best for NS spec on Phoenix for a fresh, low RR 50?

I would build directly for RR3 (should be fast to get with realm tasks etc.) so
37 stealth
37 envenom
37 pierce/blades
44 crit
21 cd

Yeah that 44cs spec looks pretty good and rr3 is easy to obtain. Also Neehi and solum contego from Kay right? Whats upp
