Chanter...any use for enchanting ? New proc?

Any use for enchanting line with the new proc?
Also, is this proc just for casters? Or melee? Both?
If casters, what spell types? DD only?

Since the red debuff level got lowered in mana line, then you will be able to spec some more into enchantments and get it also as mana spec enchanter. Tested it in DS and didn't even have to use pots/MCL on my enchanter pretty much with capped 75% extra powerpool.

The proc is for whole group but procs only with melee hits.

Too bad
Enchanter is behind the curve now.
I think allowing casters to proc power heal on single target damage casts at 5% would be nice
