What is the chance for a MP item?

I have always thought that the chance for a MP item is 2% on all gray items when you are below 1000 skill and then 2% on all items when you are above 1000 skill.
Is this incorrect?

I have someone telling me that it is 3% on gray items and 1% on non gray items when above 1000 skill.
I have never heard this before now but a couple of people in advice seem to believe it.

The MP chance is 3% on grey items above 1000 skill.
When you craft an item you will see in your chat box :
"You have started crafting Item X (100%, 3%)"

The first number represents your chance to successfully craft the item (100%) and the second number represents your chance to craft an MP (3%).
Last night I was finishing up my last few points of Tailoring, (1135-1150) crafting green cloth arms and I had a 2% chance for MP which changed to 3% once it became grey at 1150.
