Can someone explain how template building works here? Without needing 100k+ feathers? How can you build a template relying on ROG? I mean, Random is in the name...

Download and install ZenkCraft.
Start a new template.
Add your feather items to it.
Go to https://app.playphoenix.online/ (must be logged into the game, '/webapp pin' will get you the pin it asks for).
Use the filters to search for the stats / skills / resists you need to fill your holes.
Add each item as you get it, refining your search terms based on what ZenkCraft says you need.
Once items are filled, fiddle with the spellcrafting until it works, or get better items.
