How do you acquire PHOENIX TEARS ?

You can farm Phoenix feathers by killing certain mobs ... level 61+, or something like that. Groups go to Trollheim to get feathers quite often. You can then buy Phoenix tears using Phoenix feathers as currency. I *think* 10 feathers will get you 1 tear.
