The leftover points are not useless spent into smite though. Helping your sorc to kill a overextended tank has a lot of value. I spec my cleric to 40 enh 33 heal 14 smite nukes at rr4 are around 200ish dmg. Very mana intense. But worth it if it means a kill that doesnt happen otherwise.
This, in my opinion, is the best 'Smite' Cleric spec. If you like to smite, consider grouping up smallman with a sorc/minst or whatever. You'll get plenty of opportunities to finish or assist on kills that you don't have time for in 8v8. Ocasionally you will have the opportunity to bust off a couple smite casts in fg fights, but often that time is better spent repositioning, curing groupmates, and most importantly healing. Generally smiting only when your grp is finishing off the last of the enemy... If you had planned to solo with a high Smite spec, I think you would be seriously disappointed. The RA selection here really doesn't augment that playstyle, and the long timer on your unreliable PBAOE mezz is a killer. When that is not up, or when it often gets resisted, even purged, you're very screwed. Stealthers and pet classes will generally dominate you with ease, and any class that can interrupt proficiently like skalds, valewalkers, even battle bards, and basically every caster with a quickcast. Multiple enemies? Forget about it with next to no CC at your disposal... etc.
It's just too lacking to be at all viable as a solo class. If you enjoy a very challenging RvR experience I'm sure you will find each and every kill you get very rewarding as a Smiter, but often you will find yourself feeling very helpless.
