Was just thinkin' Paladin should have their own form of base buffs with a very small bit of conc like enough to base buff themselves and 1 or 2 others... dunno why not!

Honestly I think that's a class dynamic that shouldn't happen. I have played a Paladin for well over 19 years in the game. Our personal buffs, and chants work just fine, IMO. Not to mention the use of pots for full buffs, when you don't have a cleric/friar to doll some out. I get your point, but I think there are reasonable accommodations now, to thwart that need.
