2.2 speed inf weapons

I know things changed (while back) with being able to buy feather LTs and add them to player crafted weapons but are the rog 2.2 speed LT thrusters still sought after? Crafters can't make the 2.2 speed right? So what's the going rate on a 99% 2.2 speed thruster with lifetap proc?
