I think this needs abit of an update
Relic towns inflate the /underpop numbers alit, you see hibs running rampent capping everything with 4 FGs, and it doesnt look very bad in population.. but in reality the relic towns are "AFK HUBS".

So i feel like we gotta try and give some incentive to defend by maybe disregard the relic towns completely in the /underpop bonuses.. maybe make custom zones if possible around the in a small square and call them "town one, town two" and then leave those areas out of the calculations and to take into account of bg deaths n such so it doesnt spike the bonus, maybe it updates every 15-20 min instead of all the time...

I feel like this also touches abit of the whole raid the enemy whilst the have no defenders.
Make towers not very rewarding in compared to keeps, tower capping only rewards too much RP as it is, make thst reward go to the keeps, so that hibs for instance dont just cap 10 towers in a row before a keep?

Instead of underpop bonuses only go in (plus) why couldnt they go into negatives at maybe, 1/3 or 1/4 of the positive numbers? To incentivise play mid for example

PvE vs RvR. Maybe reduce the pve feathers by 50% and move them to rvr?
I understand some wanna pve, i understand that people wanna template.. but for god sake, there are people who refuse going into RvR before they are temped, those people would do a great difference in defenses etc
