3 - Everyone is assumed level 50 with level 50 stats but no bonus
4 - A merchant sells flower necklace with random bonuses
5 - A merchant sells alcohol beverages in the safe zone
a - Each beverage raises damages/heals by 5%
b - Each beverage add 5% fumble
c - Each beverage add 5% cast miss chance
d - Each beverage add 20% to a resist randomly
e - A random effect like RPs x 1.25 or +25 in a random stat or +250 AF up to dev imagination
The beverages last 5 minutes and can accumulate up to 25 min total of drunk timer.
The merchant won't sell you more beverage if the drunk timer is above 20 minutes
6 - Necklace disappear when you leave the event
7 - Beverage effects reset when you leave the event
8 - It is crossrealm
9 - Group size is 4 pre-built vs 5 randomized autogroup
10 - The map has a castle with a Boss
11 - Killing the castle Boss makes the holding group "Party Kings"
12 - Party Kings get "I hold my liquor" buff for 10 minutes - which will remove all negative effects from alcohol (and keep the goods)
13 - Release take 30s and reset everything
14 - Event last 24h
15 - Optionally there could be a formula based on drunkiness that makes you /bow instead of styling your weapon or casting - with a nice message like "Oh man, you puked again !"
16 - This could be a bi-annual event for the Spring Break 1st day in the US and the 1st day of the Oktober Fest in Germany :p
