Back in 2016 (or 2017 I can't remember) There were 2 challenging instances in live server for a short period of time.
As Halloween Theme, they released a halloween instance where you could get skins on different weapons, along with special procs or stats on it, slightly better than the bought ones.
For Christmast, they released another instance. Jack Frost, where for two weeks you could also get special items.
I know Phoenix is not really based on skins on weapons. However, I find it challenging those instances.
Having DS or HoH is nice, once you get the mechanics is it easy to do and also easy to explain to the new people.
However, i loved those two instances i mentioned at the begining. For a short period of time (i think it was 2 or 3 weeks) you had alot of people willing to do a pve event in a group, meeting new players and also making people improve their skills.
As a suggestion, along with DS and HoH, i would, as a player, like a pve event like those instances (i dont really care much about drops but i know people wont do it if drops arent good. In phoenix it could be minimum 70 util rog or something like that)
