Task Reward with low level

Hey Guys,
First of all, thanks for the work you've done.
I have a suggestion, I don't think it can be that a LvL 34 character is 4L6 or generally at this level is so high.
it wouldn't be better if you got the task reward from level 40 on?
In addition there is the gray running around and hitting everything just to get killed for the Task Partizipation.

Who is he hurting? He can't port into Caledonia anymore with that RR and he is not a threat in RvR, just choosing to stay at level 34 for the luls.
