Found a good bit of ROG-Items ingame, and wondered about the proccs, which are found (yet) on every ROG-Item..
Imho the prccs should be like other stats, not allways present on a ROG-Item, that would make 'em more random and you could imbue rogs without proccs later maybe? Dunno if that was discussed allready in the dev-circle.
