Forcing you to buy another weapon or piece of armor for new procs and enchantments is the only way crafters can get repeat business from anyone now that gear can be repaired indefinitely.
While I understand why you would want this, and I would too if gear still decayed and needed to be replaced, I cant say that this change would be good for the economy.
Just make the remover player crafted only. I think it would allow players to try/test different tinctures instead of having to buy multiple weapons bro do this.
I don't think this would make an impact on the economy at all.
