I think the lockout should only pertain to accounts that have been in an RvR zone. I don't see a point in lockouts for people just grinding out their setups/names/templates on each realm.

People that are in PvE can still read killmessages with regions and/or do /who gauges to find spots where people are.

A suggestion: When clicking on the Realm button at the character selection screen, if you are locked out it should say how long you have left on your lockout period.
