Not Enough PvE for Level 50s in the Frontiers

You see many low level players in the frontiers, because they get big XP bonuses and tons of collection tasks to complete. This is what brings these players to the frontiers.

There is barely any worthwhile farming in the Frontiers for level 50s. Caravans and Frontier Bosses are rarely farmed, because you can earn way better feather rewards from a single TG raid.
The reason why World of Warcraft once had a lot of World PvP, was because there was tons of farming players did in high level zones. Players would farm faction rep, gold, cloth, crafting materials, reagents, and complete quests across high level zones. This in turn brought players to the zones and allowed for PvP to flourish.

Low level players are forced to put themselves at risk in the Frontiers in order to most efficiently farm. So then why are level 50s able to afk in 250 player raid for all the best PvE rewards? It is important that players can progress and template through PvE, but why can't the Frontiers give better farming alternatives for level 50 players. If the rewards are high enough, then players will come out and farm.

There can be specific tasks for the defending realms that kill realm invaders who are ganking. Having more active and populated frontiers would make the server better.
