The cost of the realm abilities needs to be scaled down to match the rp gain rate of the server. I've seen people get a million rps in a day on live, so a rr12 is more the rule rather than the exception.
My thoughts are to reduce the max levels of the active RA from 5 to 4. Remove current level 2 value and replace with current level 3s value, then move 4 down to 3 and 5 down to 4.
For example mcl has 4 levels now. Cost and current effectiveness level
Level 1: cost 5 points, effect of current level 1 25%
Level 2: cost 5 points, effect of current level 3 60%
Level 3: cost 5 or 7 points, effect of current level 4 80%
Level 4: cost 7 or 8 points, effect of current level 5 100%
This does not need to be a blanket for every RA, as some scale differently, but for instance, mcl 2 currently gives 40% and costs 10 points. Raging power requires 15 points for a 50% power heal.
