Nerf determination value.

With the nnfra introduction to Phoenix we get the new det value but we are unable to get +25% spell duration stats so new det is incredibly broken right now.

Old RA 75 % det
New RA 55 % det + 25 % stoicism

Yeah those 5 % are killing it!

Yes not only that but you have hybrid classes with det too now, so the value on det makes it way too broken.

I actually agree with this one. Too many retard proof melee groups holding W 24/7. Lower det to 50% and stoicism to 20%

Every grp has sos 2+ now. Every grp has 4+ det people. Every grp has purge 3+ now. Nothing is ever cc'd.

Can't wait for these tank groups to stack empty mind and bedazzling aura at rr10.
