Move Epic Armor Quest to level 45

Currently, the epic armor quest is really only done for /salvage purposes. Can you move the quest from 50 to 45? It would help those leveling with good(ish) armor for the last 5 levels and possibly give decent xp.

Epic armor sucks no matter what becuase it has no proc on it.
Even lvl45 rog armors that has heal/LT procs are better and you can get it really easy.

I’d do away with rog & procs
To have less holes with epic regarding stats/resists
