What about a Bounty Hunter system on Phoenix?

I think having something like this can spicen up RvR and give something extra for solo/small mans to do.

Outlaw Personal Task: Outlaws earn points for deeds such as killing caravans and grey con players. One outlaw point is randomly distributed to anyone involved in the outlaw deed.

Once Outlaws earn 100 points, they progress to the next level like in the personal task system. Each level they earn gives them a 15% bounty point buff for 24 hours. If an Outlaw is killed by an enemy player, then their point total for the current level resets to 0.
Bounty Hunter Personal Task: When Outlaws are halfway to the next level, their names and bounty are broadcast and listed under /task. Bounty hunters can then track and kill Outlaws and receive bonus bounty points based on the how close the Outlaw is to reaching their next Outlaw task level.

Once Outlaws reach a certain task level they earn special titles and outlaw only unique reskins on the reskin merchant. So each Outlaw task level would unlock a new Outlaw reskin.

The Outlaw and Bounty Hunter stats could be tracked on the Herald. It could list the level of the Outlaws and the number of bounty kills by the Bounty Hunters. Bounty hunters could unlock titles as well based on their kill totals.
