I've tested/compared MotArcane 4 and 7 and the increase is 8 Dex, 141 to 149 (Red Base Dex + Yellow Dex/Qui, at RR5.) For the point investment anything over MotArcane 2 is diminishing returns.
Could MotArcane be changed to the same point investment as Determination, without changing the % Bonus increase?
It would look something like this:
