Make the /buff command useable in PvE as long as people are not in combat

Making /buff work in PvE as long as the buffer and his target are not in combat would be very welcome.
Most notably in dungeon (DS/HoH) entrances for example.

Thanks for considering this. A whole lot of shamies/clerics/druids and so on would /worship you for eternity.
