Just like Phoenix feathers, you should be able to put these items into your account vault and use them on any toon you like.

I think it's limited to keep a RR10 guy from dropping 500,000 in his vault and taking his level 1 character to the frontier to get level 50 in one turn-in.

I have a few tens of thousands in my vault waiting for the day they are actually useful for something.

correct, but it'S not the RR11 guy that is the problem, because RvR hardly drops many feathers. But people with lvl50farmchars pulling in INSANE amounts of branches/items would be a problem if they were able to be turned in by a low-lvl char

mixing these items with PvP/PvE generation makes it impossible to balance them for both
