Yes, when people log in they see /servernews, but not everyone logs in every day and after a few notes they go away from the pop-up. The last patch notes actually posted on the forums was June 25th, nearly a month ago. People who don't play for a week or more are going to have no idea what has changed.
If you're already writing them up for /servernews, it can't be that hard to copy and paste them into the forum.
