You probably already thought about it:
Have the EMail act as primer and allow people to have a second account under it. They'd act as the same account for all intents and purposes, and logging in on both at the same time would be impossible.
Negatives: Player confusion would lead to bans and more work.
Positives: Possibly less complaining from some altholics.
I'm probably not going to further argue this point, as I'm only really using 2 characters.
