As we wont do /lvl, which I agree is a great decision, it would be nice to slightly ease rolling additional characters for veteran players.
I recommend adding something called Heirloom gear. This gear will aid new characters and give them max stats and resists up to level 20. Maybe even a small damage add proc or heal proc on the weapon.
Make it nontransferable, nonsellable.
