/groundset and RvR ponies

1.) /groundset {negativeNumber} would be nice. while kiting, to be able to /face and cast when someone gets within range would be nice
2.) it'd be nice if using buff charges or Nature's Shield would NOT reset the 60 second rvr pony timer
