First off, I want to state that the current RoG system is awesome. My only gripe with it is the fact that armor has reactive DD or lifetap procs. This interferes with BG RvR, breaking roots and the like. Other than that, it's looking great.
My suggestion for the far future in terms of items is to look at the current implementations of standard drops and revamp them so that they are slightly better than the current level of stats and quality of rog drops. Also, increase their droprate! In short, make them desirable.
The OTD items and highest level drops are usually quite appealing in terms of stats and qual. However, pretty much each and every other item has either plain unusable stats or quality. Some items are ridiculously bad.
My suggestion would be to boost those stats, keeping the classic stats as a base and amping the item up in the same spirit so that you can look items up on DAoC ZAM and look for certain stats without fearing that they will be too different on said item. Instead, you could go out and look for the Phoenix-Revamped Version of the item to see how useful it could be for you.
This enables players to regain a sense of novelty in the game, without making the droptables completely unrecognizable.
At the same time, it re-establishes the interest in certain XP spots due to the nature of the droptable of the monsters. The current RoG-system on its own equalizes the appeal of every mob since the classic drops are far too few and simply way too useless to be taken into consideration for your PvE choices.
PS: To make the local <Armor and Weapon Merchants> interesting again, you could stock their supply with the entire droptable of the zone in which they are located. Players who found drops from the local mobs, but are unsatisfied with the specific item could then sell or trade that item for one of the items from the entire droptable of the zone at the merchants.
I know that this is almost a pipedream for now, but I'm putting it out there. I feel that it could strongly increase the quality of the classic and overall experience of the server once there is time for such an undertaking.
