Regarding making the game enjoyable to play whether solo, small, 8, zerg... this is great and I get behind it.
Thinking however from another angle - people who love rolling alts/playing "fill" role for groups. I play mid, i have a shaman, two healers, bd, skald and SB. 3 are RR5, 3 are RR4. I want to make more toons (almost 30+% of the pop is <50 any given time).
However, i feel like im spinning my tires in the mud, vs all the RR10+ toons/groups who just stuck to one toon, and relied on others to play around them.
I dont have any illwill to those high RR toons who specialized, however, what about some love for the people willing to flex for their pugs/guilds/friends? I feel my time isn't rewarded in the same way, and the disparity will only grow if I wanted to make more toons.
Perhaps allow some form of rp sharing across your toons (realm restricted - imo)? You could make it so RA actives are on CD when switching toons to prevent potential abuses?
Edit - see 3rd post for rp bonus catchup mechanic rather then rp pool sharing
