No, will not happen because you can choose your different horses, barding styles, etc as a preview in cities only. Therefore it is intended that the horses are enabled in TNN, Jordheim and Camelot.

It's a little frustrating seeing giant troll horses, and the rest, standing around taking up space in Jordheim's main hall. Maybe you can then move their merchants somewhere else or create a window like the live server where you can see what your horse looks like without summoning it.

Put the horse accessory purchasing at the portals in the Cities aegir and it’s counterparts

That's actually a good idea for the SI cities.
Those are outdoor cities in all 3 realms, so would be more realistic and lots more square footage so they're not clogging up in one spot in the main capitals. Also encourages more use of different cities.

As I said before. It is intended. You cant leave the city without porting after which you will be dismounted. This way we make sure no one uses the preview "permanently". Thats why we will not disable the mounts in cities.
