decrease bolt combat timer miss rate window

60 second combat window for bolts has to be broken, bolts have been useless pretty much forever in almost every scenario, could fix this if not going to be doing any class balance changes??

Is this something devs don't care about?
Bolt miss rates are crazy. Feels like your target just has to draw a weapon and you are already at a 30% miss rate (going up to 70% easily).

Is it possible to get at least details about the current implementation / mechanics on Phoenix? On live servers back in the days you could bolt (and hit) almost everything - with huge malus if your target carries a shield ("partially blocked".
