CV level 34-39 bg

Had a thought that might make CV a more popular BG, make soil/snow/branches a drop from killing players/mobs in the zone. Would love to hear people's thoughts/other options on how they'd make this bg a more desirable place to be.

Something something farm 100k soil in a dead BG and get to 45 in one turn-in at 39.

Add supply masters into the BG along w/ the RVR drops
Make mobs in all /bgs all have 200% bonus xp

This gets the 35-39 out of just randomly running out to the docks to get killed. Puts more people into the /bg doing pve for the XP, which leads to more balanced RVR (vs frontiers and 50's camping)
