Instead of trying to add 6 different tasks all going on in one zone spread it out. Have some tasks in Hib and some in mid, then have the of task realm have a bonus to small man and solos. The bonus can be done because Uthgard has been doing it for a long time. Having tasks going on in multiple zones should help spread people out a little.
