This would be a new "terrain" type, think marshes and water but instead of -60% speed you get +10-15% when out of combat. Would help "rationalize" in-game logistics. Zergs and people confident moving in the open would get a significant movement buff going from keep to keep. The roads would be a major means of conveying large numbers which would focus mass RvR action on those lanes, while soloers/small groups/groups would have a clearer option of going out in the open or taking off-routes.

This would apply to PvE zones as well.

why would zerg movement on roads be faster than smallman movement through the woods?

doesn't make sense to me, unless you pair it with a reduction of movement speed when huge amounts of players are in close vicinity (and THAT sounds like a horrible idea that would only lead to drama/griefing)

from a technical POV though i think it might require a complete overhaul of all zones to mark the "roads" as they are currently only textures and not different zones that could be connected with special attributes

Movement on roads would be faster, but point A to point B on off-routes for almost all maps is much faster of the roads as long as your point B is not a keep. At a quick glance most of the roads already in place would be fine, you'd have to change the terrain type in engine however.
