Add Smith to DF merchant area

Pretty simple idea. I ran into an issue where my higher level gear was getting low on condition and my realm lost df. Had no way to repair it and I can't see why there couldn't be one available.

Would a recharger be unreasonable? I just bought a second heart of legion the other day because I tend to stay in DF for long periods of time.

Best solution is to allow players to repair their own kit again, provided they have the skill high enough (and don't make them pay gold), but keep durability at 100% at all times like currently.
