Add more single target disease spells to eld/sham/cab spec line

For unknown reasons, there are only low-level single target disease spells available in all three realms (Mythic "fixed" this later with CL-abilities).

Suggestion:
- Add single target disease spells up to level~45 to all realms (sham, eld, cab)
- Duration of the single target disease can stay at 60-90sec (and does not have to scale like the aoe one)
- Optional: Casttime could be slightly adjusted (like single root vs aoe root)

Cant see why they couldn't introduce higher levels of the spell just for resist purposes, but leave everything else as it is, duration/cast time etc

Those are all one line of aoe spells; the earlier versions have 0 radius is all. It's the same as most amnesia lines and sometimes aoe root.

The trade off for aoe disease is that you might break a mezz. Or you can not cast it since it would break a mezz.
If you single disease (lvl 4 ish) you bypass the main disadvantage of aoe disease and the trade off is an increased resist rate.
Works well in my book.
