Add more charges to the classic items that have 1 or 2 charges on the item

I have a 'Frozen Tundra Walker's Mantle' that has a str/con charges on it, the problem is there is only 2 charges on it before it needs to be recharged.

Is it possible to get some QoL love and buff it to 10 charges? :>
