Not sure exactly what you mean. Wizards can already debuff their own dmg type..either cold or heat. Nifty!
They have these additional toys in the Earth line...some of which are custom enhancements that did not exist on Classic wizards.

GTAOE
AoE Dmg Snare
AoE DoT
Stacking single target DoT
Bolt
Nearsight
AoE Root
Debuff Heat/Fire/Matter as mentioned above

All top line spells.
Just for fun, they can either get a small PBAOE sub speccing cold (+ a lev 50 179DD baseline nuke they can debuff for) or a 3rd bolt sub speccing heat.

What more do you want? They have practically everything a caster needs on one toon....especially for a BG.

I want the Pyromancy Direct Damage Nuke That is also the Debuff, lol, as previously stated.

Major Conflagration
Damage and Debuff
Level - 47
Damage -219.6
Duration -8 sec
Target -Enemy
Range - 1500
Cast Time - 2.800 sec
Magic Type -Heat
Cost - 30 power
Debuff - 10% Heat
Does 219.6 Heat damage and decreases the target's resistances to Heat by 10%.
