Why is dot-kite-farming not an exploit?

Hello,

the rules say that to exploit is to "circumvent or alter the normal functions of the said game". If someone running circles on a horse (!) while dragging half of SI behind them is working as intended, then fair enough. But I somehow doubt that any in-game class was designed to be able to deal with 30 level 46 mobs in one go. How is dot kite farming not exploiting the limitations of the game engine?

The problem is the kiting.
Kiting should be forbidden.
