Why can we not trade crafted arrows?

I was trying to trade some arrows to a friend who just started a Scout, but it says I can't trade that item. I don't remember arrow trading being disabled before. Why is it not allowed?

I made and traded arrows to others. No issue here.

If you put the arrows into your quiver at any point they become locked to you and cannot be traded.
